Michael M. Racy 
Director, Government Relations 

over 10 years of legislative representation experience with an emphasis on tax-related matters. He represented a statewide commercial property owners association (which was to a degree the predecessor of CREATE) during the entire Fiscal 2000 process, and assisted in the effort to reduce a commercial lease tax. He represents the Arizona Property Taxpayers Association, which is the statewide association of property tax agents and lawyers. He has played a central role in the reform of the property tax valuation and appeal system, working to preserve and enhance taxpayers' rights under that system. He was instrumental in rewriting both the state sales tax and state gas tax distribution formulas, and has represented numerous business clients on sales, use, income and property tax matters. Michael  S. Green  -  Practice Areas: Intellectual Property law, including technology consulting and development agreements, licensing and distribution agreements, copyright registration and litigation, trade and service mark registration and litigation, trade secrets, and domain name disputes; technology transfer, development agreements; General representation of businesses, including business planning, commercial transactions, and commercial litigation. Mr. Greens business planning work includes entity formation, purchase and sale of businesses or business assets, contracts, shareholder agreements, operating agreements, partnerships agreements, and venture capital agreements. In the transaction area, Mr. Green has extensive experience in leasing, lending, collateralization, and real estate.

Education: McGill University (B.Sc. 1965, M.B.A. 1973); University of Arizona (J.D. 1989). Experience:  Mr. Green brings "real-world" experience to the practice of law. Prior to entering the profession, Mr. Green was involved in industrial research and development, manufacturing, retailing, and consulting in both Canada and the United States. Mr. Green was commissioned to prepare a study for the Canadian Government on the effects of government funding policies on industrial research and development. Mr. Green is a registered chemist and is the author or co-author of many articles concerning industrial research and development. Additionally, he authored AThe Bankruptcy Reform Act of 1994" (January 1994); ACurrent Changes in the [Bankruptcy] Law@ (December 1993); and AA Primer in Lender Protection@ (January 1993) published in the Bankruptcy Newsline; and APrivacy Issues in the Telecommunications Industry@8 seminars 1999 and 2000.  Mr. Green authored several articles or given seminars on intellectual property issues, including:  "Copyrights – They're Not What You Think They Are", Arizona Attorney, October 2003; "Covenants Not to Compete" Arizona Attorney, February 2003; and "Intellectual Property Issues in High Tech Companies", Seminar 2000. Mr. Green is a member of the county, state, and national bar associations, and has been on the board of directors of many companies. Michael J. Meehan – Practice Areas:  Civil Litigation and Appellate Practice. 

Biography: Michael Meehan was an honors graduate of the United States Coast Guard Academy and received his J.D. with high distinction from the James P. Rogers College of Law at the University of Arizona.  He served as law clerk to then-Associate Justice William H. Rehnquist during the October 1971 Term of the United States Supreme Court.  He is a Fellow and Past President of the American Academy of Appellate Lawyers.  He is a Past Chair of the State Bar of Arizona Appellate Practice Section.  By appointment of the Chief Justice of the Unites States, he served on the Appellate Rules Advisory Committee of the Judicial Conference of the United States from 1993 through 1999.  He was a Steering Committee Member for the 2005 National Conference on Appellate Justice sponsored by the Federal Judicial Center, the National Center for State Courts, the American Academy of Appellate Lawyers, and the New York University School of Law Institute for Judicial Administration.  Mr. Meehan is Of Counsel to the Tucson Arizona law firm of Munger Chadwick PLC.  He has conducted an active civil jury trial practice, and an appeals practice, for thirty-four years.  He has appeared and argued cases before the United States Supreme Court, the United States Courts of Appeals for the Sixth, Eighth, Ninth and Tenth Circuits, and the Arizona Supreme Court and Court of Appeals.  He has been continuously listed in Best Lawyers of America in the categories of Commercial Litigation and Media Law, since its inception.  He is a member of the Board of Visitors and the Dean’s Economic Council of the Rogers College of Law.  He has served as Judge Tempore of the Pima County, Arizona, Superior Court, and as Professional Responsibility Hearing Committee Member for the State Bar of Arizona.  He has lectured or made CLE presentations in Constitutional Law, Supreme Court Practice, First Amendment and Media Law, Securities Law, the Law of Commercial Damages, and Professionalism.

Biography:  Ms. Leyva joined Munger Chadwick as a Public Relations Consultant and Federal Lobbyist from Fleishman Hillard in Washington, D.C., where she was a Vice President.  At Fleishman and other large public relations agencies, Ms. Leyva consulted for a wide variety of companies ranging from fortune 500 companies such as Eli Lilly, Motorola and Boeing; to government entities such as Mexico's Commerce Department and NASA; to start-up firms such as Zaffire (optical networking), CareerBuilder.com and TopTier Software (enterprise portals).  Ms. Leyva has also served as Public Relations Director for the prestigious American Enterprise Institute and was Legislative Assistant for then-Congressman Jon Kyl (R-Az).  She is a native of Tucson and a graduate of the University of California at Santa Barbara.  Ms. Leyva is not a lawyer.
